Limit max and min time

Hello i can not bind time picker to its limit. mindate and max date. also did not show those date and time into picker.

How Can we set Min and Max Date into picker?

@toure20 Its very useful if you can do it. One more suggestion is to add seconds column based on USER requirement into picker.
