The built documentation is located in .tox/docs_out/html/, not .tox/docs_out/. Fixes tox-dev#3674

The documentation references
.tox/docs_outas the location of built docs, but the actual HTML output is in.tox/docs_out/html/.This updates both references in
docs/development.rstto point to the correct path.Fixes #3674
