What does this PR do?
Motivation
This PR renamed the migration folder to migrate. However, when a new PR was merged, it did not include those changes, which caused all the links in the migrate section to break. We also still have the legacy migration folder that was supposed to be renamed/removed.
Additionally, there is a broken link from another PR.
