Convert item schemes from climate-categories #25
Description
The package climate-categories (PyPI, GitHub, docs) appears to include a useful list of code lists/item schemes from various sources related to climate and emissions data:

Unfortunately per the documentation the developers appear to have created yet another data model and file format, rather than applying existing standards. The packages also duplicates information from other providers into the new format.
In order to provide some of the former (especially IPCC) item schemes as SDMX, they could be converted from this package, rather than transcribed by hand. This could same some time in addressing e.g. #16. However, manual checks would still be needed to ensure the result is faithful to the originals.
