The project config could not declare forVersion: defineConfig rejected the key and nothing validated it. A declared forVersion must be the first key and match the running package in major and minor, checked like preset packages; configs without it still load. Moves the normalized rule types out of checks/types.ts, which exceeded the 350-line limit.
