Cannot perform the cmd since DVC is busy and locked

Hi,

I'm running DVC on a VM in Google Cloud Platform (Ubuntu 18.04 and dvc==0.68.1 installed via pip). A few hours ago I launched a dvc repro command within TMUX and logged off. After a few minutes I logged in the VM again and tried to run another dvc repro command since it seemed that the first job failed after the first stage. The reason why I'm saying that, is that some files I was expecting to change due to change I made in later stages didn't change.

However, when trying to run dvc repro, I got this error message:

$ dvc repro my_step.dvc
ERROR: cannot perform the cmd since DVC is busy and locked. Please retry the cmd later.

The error doesn't go away, even after rebooting the VM.

I've solved the problem following this suggestion.

Solved by following latest ERROR message:

If there are no processes with such PIDs, you can manually remove '.dvc/tmp/rwlock' and try again.

TL;DR - Delete .dvc/tmp/rwlock via. GUI
