TestUnifiedGC never runs

The test was permanently skipped in CI and fails when attempting to run.
Need to either fix it or remove it!

What we learned

1. OSS CI already runs TestUnifiedGC as a standalone esti job on every release.
2. We currently lack a dedicated GC end-to-end test in our cloud EMR staging pipeline, so changes that break GC under real AWS permissions wouldn’t be caught until production.

Why we’re closing this OSS issue

• The core GC logic is validated on bare compute in OSS CI.
• We want to keep the OSS pipeline lean, without heavy Spark+S3+IAM integration tests.

Next steps

1. Close this issue on OSS as (working as intended).
2. Add a note to our docs.
3. Maybe Open a follow-up to add that EMR staging GC test, so we validate Spark-based GC under real AWS permissions before any production deploy.
