No experiments / no plots screen stuck

In this repo git@github.com:iterative/example-dvc-prototype.git (please download and cache since it'll be changing).

Extension version : 0.2.19

I'm getting this screen:

And it's stuck even after I launch the first experiment with the run button and dvc exp show returns something like:

(one experiment is running, not sure about the Queued one tbh)

The problem is that the webview incorrectly assumes that because there are no params or metrics that there are no experiments.

Is this project representative of a real-world use case with the params just being held in code (obviously it is)?

Should the logic be => if there are no params, metrics, deps or outs then show the welcome view? I'll put up a fix with that new logic and we can discuss there.

After updating the logic we would still arrive at this screen because we currently have nothing to show:

We currently do not render the table unless we have at least one param or metric to show. Once we get deps into the tree that will be fixed.

It's at least confusing because we have them (two entries) in the experiments side panel.

Not a major priority I guess, but need to discuss this logic a bit.
