Summary
Promote the six TIPs whose reference implementations have already merged into java-tron to Last Call, ahead of the SR proposal stage.
TIP-7823 / 7883 / 7939 / 7951 are Osaka-aligned and gated behind a shared `allowTvmOsaka` proposal. TIP-2935 is Prague-aligned and gated by `ALLOW_TVM_PRAGUE`. TIP-854 ships behind its own dedicated flag.
