Adds end-to-end Org Chart support.

On the API side, introduces a new OrgChartModule with GET/PUT/DELETE /v1/org-chart plus POST /v1/org-chart/upload, persisting charts in a new OrganizationChart table and storing uploaded images in S3 with presigned URL retrieval and cleanup of replaced images.

On the app side, adds a new Chart tab under People with an interactive React Flow editor (create/edit/lock, sidebar to add members/custom nodes, save/cancel/delete) and an upload/replace/delete flow for PNG/JPG/PDF images; also adds Member.jobTitle (editable in employee details and synced from org-chart node titles) and auto-removes deactivated/removed members from the org chart, plus a UI/action to reinstate deactivated members.
