Adds a privileged-member safety guard to employee sync deactivation logic so members with roles containing owner, admin, or auditor are never auto-deactivated during Google Workspace and JumpCloud sync.

Extends JumpCloud employee sync with a new sync_excluded_emails variable (manifest + UI support) to skip matching users from being synced (including device-binding lookups), while keeping deactivation decisions based on the full active/suspended sets. UI logic in ManageIntegrationDialog now only shows include/exclude scoped fields when a sync_user_filter_mode variable exists.
