Fix bus routing failures for large route sets and region-edge port classification

Summary

• improve bus trace preview selection to favor candidates that leave viable remaining routes
• add large-route fallback logic for complete preview generation and queued candidate filtering to reduce inference failures
• correct serialized region port angle classification near corners to avoid assigning ports to the wrong edge
• extend the bus region-span regression coverage for repeated step execution
