Clean up third-party plugins list on Plugins page

Probably filter out those that've been archived.  Maybe completely drop the list in favor of suggesting some ways users can discover third-party plugins (e.g. https://github.com/topics/tt-rss-plugin or https://github.com/topics/ttrss-plugins).
