The "official" Windows and macOS builds are now assembled on GitHub.
Qt 6.9.3 now used for macOS builds.
Qt 6.10.1 now used for Windows builds.
Windows builds now use the system ICU library.

Note: There is practically no change between 15.4 and 15.5 on Linux.
