jobs_url is a link to the api, rather than the website. Also tweak wording, as we now only send one notification per workflow, rather than per failed job.

…en gzip-compressed archive `filterparams` can leak if `php_stream_fopen_tmpfile()` fails. To solve this, move the temp file creation first. Closes GH-20220.
