This commit finalizes Phase 4 of the Jules LLM integration. It includes the complete implementation of JulesBridge, PromptBuilder, and integration into GovernanceOrchestrator. Significant bug fixes were applied to RiskScorer, StorageEngine, and ContextBuilder to resolve existing test failures and ensure backward compatibility. The CLI commands for history snapshot and trend were verified manually. Dependencies httpx and pytest-httpserver were added.
