Add custom config on admin panel to enable larger batch sizes.

Owning our own environment and performance concerns, I'd like to allow larger page sizes on queries as another dimension.

Current behavior
API rate limit can be editted but batch size cannot.

Expected behavior
A config value closely named to API_BATCH_SIZE_LIMIT
