Google SSO can be on despite functionality being disabled in the system

Preconditions: in environmental variables comment out Google related variables

Scenario:

1. Log in as admin
2. Go to Settings
3. Toggle on advanced
4. Go to Security
5. Toggle on Google SSO functionality

Actual: Toggle is on and error appears (which may be misleading to user who doesn't see the error in right bottom corner)

Expected: Toggle can't be turned on (either disabled/hidden or automatically revert to off state after user clicks) and error appears

Is it still valid?

I commented out. AUTH_GOOGLE_ENABLED, and the option is not displayed on my end.

Tried to reproduce on main after pulling newest changes but no luck, probably there was something in cache, I'm closing it @AMoreaux
