Grid Toolbar Actions z order

Describe the bug
When you are in a .tbForm and have a ListBox on a Form if you select the Grid option on the Toolbar it hides behind it

To Reproduce
Steps to reproduce the behavior:

1. Create a .tbForm
2. Add a ListBox control to the Form and position it inline with the Grid button on the Toolbar.
3. Click the Grid button
4. See error

Expected behavior
The popover should show above

Additional context
As an aside clicking on the button again toggles the Show Grid checkbox. Is the hit area too close to the options?
