refreshPeriod = "always" in .chezmoiexternal.toml

Would it be possible to add an always value which would update the external when chezmoi apply is running (without using -R).
I used chezmoi's topgrade module and there is not --refresh-externals flag for the module. Thanks in advance for considering this!

P.S.: I guess it could also be -1 instead of always.

You can use a very short time instead, e.g. 1ns, which has the same effect.

I see. So Is refeshPeriod is relative to when chezmoi apply is last run? Hypothetically, if I would never ran chezmoi apply the external would never be updated regardless of the refresh period.... I guess I was assuming that some background process was checking for a new file and replacing it... Sorry :).

There's no background process. chezmoi stores the downloaded external in its cache. When you run chezmoi apply, chezmoi only re-downloads the external if cached external is older than refreshPeriod.
