Support `jsonParsed` in `getAccountInfo`

Explorers hit the endpoint getAccountInfo with jsonParsed, pulling some additional data used for providing additional context.

I think the method you mentioned should fit the bill, it may just be a question of reading that param from the rpc request, and using this code path accordingly.

Yeah, @sonicfromnewyoke, the code looks like this should already be implemented, yet it's not working when I test this 🤔

We are currently using the config passed to the RPC method when converting the account to a UI account, and yet even when I pass {"endcoding": "jsonParsed"} to the getAccountInfo RPC, the account is base64 encoded.
