Cirrus CI shutdown

Apparently "Cirrus CI will shut down effective Monday, June 1, 2026." See here: https://cirruslabs.org/

(I'm not sure if this will cause CI jobs to fail, or just to be ignored...)

Darn, it was wonderful while it lasted 🥲

We were able to migrate much of our original usage of Cirrus to GHA. Now, we mostly just rely on it for testing on high-core machines.

Good news, I just learned that Typelevel has some free Azure credits we will be able to apply to this! :)
