@bhjolly identified a problem with axis swapping on vector files in PR #182.
This seems to echo the problems which arose when GDAL-3 was introduced. It appears that the fix worked out at that time was not applied to the SRS for vector files. This PR corrects that.
@bhjolly - I was not able to work out how to reproduce your problem, so could you download this branch and test it for me? This seems like it might be the right fix, but I am not entirely sure.
