How to ask upstream about a needed library update?

What is the best practice for contacting upstream about asking if they can update their libraries? For instance Bluefin is reporting that Kolibri is using an outdated runtime of org.gnome.Platform.

I couldn't find a repo that mentions the Flatpak, but you could file a bug here and hope they can address it:
