How do you add a printer that needs an external PPD file to be installed?

@dosu In Bluefin, how do you add a printer that needs an external PPD file to be installed? Neither CUPS nor GNOME Settings / Printers will write the proper files to the /usr directory. Is there a workaround for adding printers that aren't in the CUPS database?

I've had this problem with one of the Brother printers. I've turned on package layering and installed the provided RPM package.
