Units policy missing

Notes:

• This should also be used for consistency checking across the docs set (mention in contrib. guide).
• The rule is (which the wiki page doesn't mention): "when packaging a piece of sw, the maintainer needs to ensure the sw reports the units this way" (It's why we patch a bunch of software to use the correct units required by the policy)

Hum, that statement is in conflict with what has been done historically in Ubuntu, when we introduced that policy we fixed quite some packages by adding patches.

We had success upstreaming those changes and I don't know if we still carry any today but it still feel like that consistency, at least on the default installation, brings enough value to justify adding a patch.
