Make sense of 'Fixing bugs' and 'Patching' sections #316

Problem

The Fixing bugs section groups a number of generic package-building topics that are not exclusive to 'fixing bugs'. Similarly, the Patching section largely applies to 'bug fixing', too, and some of its topics overlap with topics in the 'Fixing bugs' section.

Solution

Suggestion:

  1. Create a new section with topics that are common to all procedures that involve dealing with generic package modifications & building. Then we could reference them as needed.
  2. Determiner whether the 'Patching' section is needed. Perhaps repurpose the 'Patching' section to only deal with handling patches. This would include topics on quilt, possibly gbp. Maybe even rename it to 'Handling patches'.
  3. In 'Fixing bugs', leave only topics that actually talk about the bugfixing workflow. Consider removing it altogether because Fix a bug in a package overlaps with Make changes to a package anyway.
