This PR fixes the FSP parser so that it parses almost the full SRCMOD dataset (except one FSP that I think is bad). For regression and completeness, the fsp parser is unit-tested against the entire FSP dataset in SRCMOD. This dataset is only 1Mb so I include it in the git repo for convenience.
