Inspecting Transcription Discs

There isn't much of an inspection to do here. Both issues will be pretty obvious.

1. Broken: The disc could be broken into two or more pieces. We can't do anything. Note it in the record for the item and send it back down to the vault.
2. Dirty: Various substances can accumulate or grow on the transcription disc over time. Most need to be cleaned. If the tape doesn't look absolutely pristine, you'll need to clean it following this guide.
