Raise exceptions on negative fuel ion charge density and temperature profile elements

Many model exceptions are ultimately results of negative fuel ion density or temperature profile values. These should be raised as exceptions at source, as they are irrecoverable, rather than being obfuscated as another derivative exception. @j-a-foster
