Cancelled Calls for Agency

If an agency is dispatched to a vegetation fire (for example) but is cancelled en route, can I still select "Cancelled (No Action Taken)" and list "Vegetation Fire" as the Primary incident type?

Or does NERIS follow the same framework and validation rules as NFIRS—meaning it would throw a validation error if this scenario is submitted?

Many users mistakenly believe they must select the Primary incident type of the incident they were initially dispatched to, rather than the actual outcome.

It’s unclear what NERIS requires for cancelled responses.

In this example -- you have a couple options based on the situation:

1. For cancelled in route I would recommend using NOEMERG||CANCELLED incident type. If you are going to stack with another incident type to see how often you are cancelled for a specific type, mark the NOEMERG||CANCELLED as primary. The reason is that in many cases if the incident was cancelled was it really of that type?
2. This is why we also accept determinant_code and incident_code in the dispatch schema to indicate what was dispatched and then you can just select NOEMERG||CANCELLED in the base or incident portion of the model. You can also select Cancelled at the unit level.
3. For Cancelled (No Action Taken) in Actions and Tactics -- you can select the option and it would be the most thorough, but if your incident type is NOEMERG||CANCELLED we would not expect actions/tactics. For the Cancelled (No Action Taken) field - I would like this to the scenario where you arrived on scene and then get cancelled. You have an incident type you responded to, but its handled so no actions were performed. The best example would be arrived on scene for a medical incident as a non-transport agency, and the ALS provider dismisses you from the scene.

To confirm, "Cancelled" is not just for "Cancelled enroute" (like 611 in NFIRS), meaning no agency unit/personnel made it to the scene. The new definition now allows for cancellation even after arriving at the scene (e.g., for another agency's incident). Normally, when you've arrived and the Incident Commander (IC) decides they no longer need you, they will "clear" you.

As for the phrase, "we would not expect actions/tactics" – to clarify, this is not a hard validation rule for submitting but rather an expectation.
