Budget Section: Has the possibility to add an estimated budget

I think it would be great to be able to add an estimated budget, so we could see whether the savings/expenses targets are being met

Shipped in v1.6.0 🎉

The Budget module now has a dedicated Plan tab where you can set an estimated/planned budget and track it against reality:

• Monthly savings goal — a progress ring comparing your planned savings against the month's income minus expenses, with a clear reached / still short / in the red status.
• Per-category budgets — each expense category gets a planned-vs-actual progress bar that turns amber as you approach the limit and red when you go over, with a plain-text "X left" / "X over budget" label (so status never depends on colour alone).
• Set / edit / remove budgets and the goal from a modal; deleting asks for confirmation.
• The Statistics tab now draws a target marker on each category bar at its planned amount, and the dashboard Budget widget shows savings-goal progress when a goal is set.

Fully translated into all 23 languages. Thanks for the suggestion — it filled the most obvious gap in the module. Closing this as done.
