Content link in breadcrumb does not work

Bug summary

Currently, the breadcrumb in Content always includes a 'Content' link at the root, but this link doesn’t work.
Should we remove it, as it was in v13?

1. Go to any content
2. Click to the Content link in breadcrumb

Fixed via #20459 for for 16.4 and 17.0 (will be in the next pre-release after 17.0.0-beta).
