Bug summary
To gain access to Umbraco Commerce through the backoffice we always need to setup a user group and give the user group access to Commerce section.
The Umbraco Commerce backoffice is working, except when creating a discount the discount rules and rewards cannot be fetched due to permissions.
I need to grant the user group access to settings section to be able to fetch the discount rules and rewards. Sadly the permission grants access to the Settings tab in Umbraco, which dont want to grant editors access to.

Steps to reproduce
- Create a user group
- Grant the user group access to Commerce section
- Assign user group to user, make sure to remove other user groups
- Go to Commerce section, and open discounts
- It is possible to create a discount, but it is not possible to set rules and rewards
- Edit the user group, grant access to Settings section
- Repeat steps above, now it is not possible to set rules and rewards for a discount
Expected result / actual result
Without assigning a user group to the Settings section I want to be able to edit discount rules and rewards.
