User can't create folder when a startfolder is set

Issue summary

When a user has a start folder set and creates a new folder. That new folder will be created but at the root level of the tree, outside of the view of that user.

Steps to reproduce

1. Create a folder within Umbraco Forms.
2. Set the folder as the Startfolder in Users -> Forms Security.
3. Go to Umbraco Forms and reload nodes.
4. Create a new folder in the treeview.
5. Notice that the new folder does not appear in the treeview.
6. Go to Users -> Forms Security and remove the startfolder.
7. Go back to Umbraco Forms, reload nodes
8. Notice the new folder was created at the root level and not in the subfolder.

Expected result / actual result

The folder should be created at the correct level.
