Documennt changes to UseHttps

📋 Description

umbraco/Umbraco-CMS#20813 flips the default value of Umbraco:CMS:Global:UseHttps from false to true. This updates the documentation accordingly.

As this is a breaking change, I have also updated the list of breaking changes for V17.
