Cherry-picked changes from DSpace pull request 3953 using the following command: ``` $ git cherry-pick --mainline 1 --no-commit 59e6c4a ``` All merge conflicts were resolved in favor of the incoming remote file. https://umd-dit.atlassian.net/browse/LIBDRUM-943

Back-port of "ssrBaseUrl" functionality from
DSpace-angular pull request 3953.
Implements the ability for Angular Universal to
communicate directly with the DRUM back-end
pod, instead of going through the ingress.
This change was needed for the AWS migration.
