feat: port serverlist into Central Command

This isn't the awaited new server list but a port almost 1:1 from the current system.

The intention is to use CC for our server list and drop the server that is hosting the current system.

On the bright side, the modifications and inclusions on this code does get us closer to the new server list we will have when we finish designing the new flow. Among the improvements:

• Servers are now created by users using our website (Requires a change on website, I'm doing it)
• Whitelisting is now handled by us on a graphical interface. We can allow or disallow just clicking a checkbox on Central Command admin page.
• When creating a server, users are given a token that works like Twitch's streaming tokens. This alone is used to authenticate you.

This flow will be modified then to add the complexity of the system we have in mind.
