fix binstall pkg-fmt: tar.gz -> tgz

cargo-binstall doesn't accept 'tar.gz' as a pkg-fmt value. The
allowed variants are tar, tbz2, tgz, txz, tzstd, zip, bin. tgz
is the canonical name for gzip-compressed tar archives.
