docs: update QStash user API schema#747

Align the QStashUser schema (shared by GET /qstash/users and
GET /qstash/user/{id}) with the upstash-cloud QStashUserResponse struct:
add the missing read_only_token, modifying_state, max_bandwidth_per_second,
reserved_price, deletion_time and budget fields; drop invented completion-token,
retention and rate_limit fields; and correct example values.
Excludes internal fields not surfaced in docs: password, read_only_password,
monthly_discount, vercel_email, stripe_app_orchestrator_resource_id.
