[BUG] Long press actions trigger short press action while shifted

Steps to Reproduce

1. Press shift key, then long press any key with a long press action.
2. Immediately let go of the key when the long press action is triggered.
3. Observe: short press action is triggered immediately after the long press action is triggered.

Expected Behavior
Triggering a long press action (while shifted) should only trigger the long press action.
Actual Behavior
Triggering a long press action (while shifted) triggers the long press action, then the key's short press action.

Very similar to #557 , except that the bug occurs only while the shift key is active. Swipe typing is turned off in my use case.
