multi: add provider types for quality and speed #94
Description
The window should maintain a mix of quality and speed providers. Additionally, destination port 443 traffic (and perhaps a few more) should be restricted to quality providers, and all other ports should be restricted to speed providers.
Since providers may appear in both lists but treated differently, it would be simpler to have two windows and a shared monitor between the windows. The work would bring the monitor to the top multi level to share among multiple windows.
This would effectively double the window count but give considerable speed benefits for non-web use cases which typically do not care about IP quality.
