- add workflow for building/deploying docker image
- added tons of details in the readme on how the tags work

I just did a quick look over the docker.yml workflow file. I think it is all fine, but depending on if you want to spend more time on it you might be able to reduce the amount of logic you maintainer and use their tag system.
