Usage telemetry for framework features

Problem or motivation

Maintainers have limited visibility into which framework features are actually used, making roadmap prioritization harder to ground in real usage data.

Proposed solution

Add a framework table to capture anonymous usage statistics on framework features.
That table could be requested as part of any feature requests or bug reports for the framework. It could also be voluntarily shared by users.

To be discussed

• What's collected, and what's explicitly out of scope? For sure no schema/object names, and no data values?
• Is it required to have an opt-out at installation time?
• Where and how could the aggregated, anonymized results be published?
