uptime: Remove wincode and wincode-derive dependencies

I've been working on brainstorming ways to reduce the dependency tree, which I think is important for the longer term adoption of this project and currently we have three pr's in our queue related to the use of wincode and wincode-derive. There were some breaking changes in the last version upgrade and I wanted to see what it would take for us to remove this dependency.

There are 7 other dependencies in the dependency chain that is removed by removing this dependency.

wincode, wincode-derive, pastey, darling, darling_macro, darling_core, ident_case

GNU testsuite comparison:

GNU test failed: tests/tail/symlink. tests/tail/symlink is passing on 'main'. Maybe you have to rebase?
Skip an intermittent issue tests/tail/inotify-dir-recreate (fails in this run but passes in the 'main' branch)
