The build pipeline now runs build:toolkit first, then syncs the full
generated content back into packages/core/dist/.opencode/ and
packages/cli/dist/.claude-plugin/. This ensures 'ai-eng install' reads
complete command/agent/skill lists from the core package.

Previously, core/dist only had content from packages/core/opencode/
which was missing newer commands like prompt-engineering and the
learning automation commands.
