Sometimes left task-bar stops being "on top" on the left screen (tripple monitor setup)

When PC wakes up from sleep, sometimes the left taskbar stops being "on top" of the left screen. It only occurs on that particular screen.

As you can see, paint (and any other app), overlays the left task bar. The issue resolves itself after I press Restart File Explorer in the Properties window.
