feature, add Virtual Dataset (VDS) high-level mapping API

Summary

Add a C++ builder API to assemble Virtual Datasets (VDS) from multiple source datasets without dropping to the C API.

Background

h5cpp already defines and DAPL properties (, ), but there is no helper to map source datasets into a VDS layout. Users must call directly.
