Surface quelle's Claude Code skill at the repo root where the README now points, and enrich its front matter with a prominent ToS / rate-limit reminder about the upstream APIs. Bump to 0.1.1 so the release workflow publishes a version whose PyPI metadata points at the new docs site.

- pyproject.toml: Homepage and new Documentation URL both point at https://quelle.vcoeur.com/ so the PyPI sidebar surfaces the docs site.
- Docs style tweaks: body text shrinks to 0.72rem (~14.4px) and the footer now reads "Developed by Alice Voland · vcoeur.com".
- SKILL.md moved from skills/quelle/ to the repo root; README updated to match and to flag the ToS/rate-limit reminder the skill carries.
