Allow react cache to work on route handle and server actions

Goals

1. enables cache handling for functions outside of react

Non-Goals

1. alter any react related code
2. propose any api change to cache

Background

Cache is actually a really good API to prevent any duplicate calls to the same resource. But sadly they are stuck to the react context, enabling it in route handles (that are not related to react) or server actions. This would help increase performance and give more flexibility to developers.

Proposal

Not any new method or property, just to allow the existing cache react method to work outside of its context (route handle and server action).
